Exploration permits iteration and hypothesis. Durable decisions are different. They affect records, policies, and shared understanding, fundamentally altering the Semantic Surface Area.
Promotion marks the point at which an idea encounters the Authority Membrane, transitioning from a provisional state into a Proposal or an Institutional Commitment.
The Boundary Requirements
The promotion boundary does not suppress creativity; it introduces structural clarity. Before an output passes through the Authority Membrane, the following must be made visible:
- Declared intention
- Identifiable authorship
- Justification sufficiency
- Blast radius evaluation (assessing downstream impact)
These requirements do not slow innovation. They preserve responsibility and lower the long-term reconstruction cost.
Why Promotion Matters
Without an Authority Membrane, exploration and execution collapse into each other. AI-generated outputs may be adopted without clear ownership.
When this happens, accountability diffuses, and reconstruction becomes difficult. Promotion prevents opacity from becoming structural. It formalizes responsibility without punishing thought.
