Authority Membrane (AM)
An Authority Membrane is a structural boundary through which lawful mutation must pass before altering canonical semantic state.
Separating Advice from Authority
The membrane cleanly separates advisory reasoning (exploration, drafting, perspective) from authoritative mutation (durable institutional commitments).
To pass through the Authority Membrane, a proposed change must ensure:
- Justification sufficiency
- Blast radius evaluation
- Criteria satisfaction
- Continuity preservation
